The National Identity Management Commission, NIMC, has secured approval for its first-ever dedicated Scheme of Service from the Office of the Head of the Civil Service of the Federation, a development the agency described as a major milestone in its institutional reform efforts.
The approval, according to NIMC, provides a comprehensive framework for the Commission’s operations, outlining staff cadres, promotion pathways, organisational structure, job functions, qualification requirements and professional standards.
In a statement issued on Friday by the Head of Corporate Communications at NIMC, Kayode Adegoke, the Commission said the approval underscored ongoing reforms being championed by its Director-General and Chief Executive Officer, Engr. Abisoye Coker-Odusote.
The Commission noted that the new Scheme of Service was designed to strengthen institutional efficiency, enhance career progression opportunities for employees and align the agency’s operations with public service regulations and global best practices.

Speaking during the formal presentation of the approved document, the Deputy Director, Scheme of Service, Organisational Design Department at the Office of the Head of the Civil Service of the Federation, Imirhe Gabriel Nwagolo, commended NIMC for its commitment to institutional excellence.
Nwagolo said the Commission was among a select number of federal agencies that had successfully secured approval for a dedicated Scheme of Service.
“The Commission is among a select few federal agencies to successfully secure approval for a dedicated Scheme of Service,” he said.
Reacting to the development, Coker-Odusote, who was represented by the Head of Human Capital Management, Mrs Rhoda Jackden, expressed appreciation to the Office of the Head of the Civil Service of the Federation for the approval.
She described the approval as a significant achievement for the Commission and pledged NIMC’s commitment to the effective implementation of the new framework.
“This is a laudable and significant milestone,” she said, adding that the Commission would ensure the full implementation of the Scheme.
According to the statement, the approved Scheme of Service introduces new Enrolment, Card and Commercial Cadres alongside the Commission’s existing cadres, a move expected to strengthen service delivery and support the agency’s evolving operational needs.
NIMC said the framework aligns with President Bola Tinubu’s Renewed Hope Agenda and forms part of broader efforts to reposition the Commission as a modern, efficient and globally competitive identity management institution.
