NAHCON Allays Fears, Addresses Concerns of Private Tour Operators

The National Hajj Commission of Nigeria (NAHCON) has reassured private tour operators of its commitment to resolving outstanding issues ahead of the 2025 Hajj.
At a virtual meeting held on September 20, 2024, Commissioner Operations, Prince Anofi Elegushi, addressed concerns raised by the Association of Hajj and Umrah Operators in Nigeria (AHUON).
“We are committed to ensuring a smooth Hajj operation,” Prince Elegushi said. “The caution deposit is meant to compensate pilgrims with genuine claims of disservice by a tour operator.”
Regarding refund of caution deposits, NAHCON explained that 139 out of 241 tour operators received refunds in 2023, while 70 requested a roll-over to 2024. As for the 2024 refund, only 26 companies had applied as of the meeting, with the process still ongoing.

Prince Elegushi also updated AHUON on discussions with the Saudi Ministry of Hajj and Umrah regarding offshore refunds and Umrah visa shortages. “We are working tirelessly to resolve these issues,” he assured.
On AHUON’s demand for a N20 million share from the Hajj Development Levy, NAHCON clarified that its Establishment Act only permits funding of projects beneficial to pilgrims and their managers.
In a significant development, Saudi Arabia’s Ministry of Hajj and Umrah has reduced the number of lead tour operator companies for the 2025 Hajj from 40 to 20.
AHUON President, Alhaji Abdullateef Ekundayo, expressed gratitude for the meeting and requested an extension of the registration deadline, which was granted.
Both NAHCON and AHUON reaffirmed their commitment to mutual respect and cooperation, agreeing to enhance communication for harmonious Hajj operations.
NAHCON has invited private tour operators with outstanding refund claims to submit evidence for necessary action.
